Morgan Sindall Property Services Appointed To Retrofit Over 600 Homes For Welwyn Hatfield Borough Council

Morgan Sindall Property Services (MSPS) have been appointed by Welwyn Hatfield Borough Council (WHBC) to undertake retrofit works to homes in the borough for the next three years, improving the energy performance of homes from EPC rating F to Band C. These measures will help with tackling fuel poverty and help reduce energy bills for residents.
The £12 million Social Housing Fund (SHF) contract, now known as the Warm Homes: Social Housing Fund, will see our retrofit team deliver energy efficiency improvements including loft and cavity wall insulation, internal and external wall installation, low energy lighting and the installation of solar panels.
MSPS has already delivered 1,100 energy saving measures to over 200 homes as part of the Social Housing Fund Wave 2.1 programme, which completed in September.
Completion for the Wave 3 programme is expected by March 2028 and adds to MSPS’s extensive portfolio of social housing retrofit projects, which to-date has included over 6,000 PAS2035-compliant energy efficiency improvements to over 3,000 homes across the UK.
Mustafa Mustafa, Decarbonisation Director, Morgan Sindall Property Services commented: “We are proud to continue our partnership with Welwyn Hatfield Borough Council, working together to support their net zero ambitions through practical, decarbonisation solutions. This project is about more than sustainability; it’s about improving lives. Already, residents are experiencing the benefits from the Wave 2.1 programme – warmer homes, lower energy bills, and improved wellbeing. By delivering real results, we’re making a meaningful difference in communities. We look forward to delivering the same impact as part of the Wave 3 programme.”
Councillor Gemma Moore, Executive Member for Housing, said: “These improvements will help to reduce bills and tackle fuel poverty, as well as supporting our goal of becoming a net zero borough by 2050. We look forward to continuing to work with Morgan Sindall Property Services on the Wave 3 programme.”
